Northern Youth Assembly Applauds National Assembly’s Historic passage of State Police Bill

By Abdulhafiz Garba PhD

The Northern Youth Assembly (NYA) warmly welcomes the historic legislative endorsement of the National Assembly on the constitutional amendment bill paving the way for the establishment of State Police across the Federal Republic of Nigeria.

The overwhelming support of 289 lawmakers in favour and only 4 against, demonstrates a broad national consensus on the urgent need to strengthen Nigeria’s security architecture through decentralised and community oriented policing. This remarkable votes reflect the growing realization that contemporary security challenges require innovative, responsive, and locally driven solutions.

As an organization which represents millions of Northern youths, we firmly believe that the establishment of State Police is one of the most significant security reforms since Nigeria’s return to democratic governance in 1999. For decades, communities across Northern Nigeria have borne the burden of insecurity ranging from banditry, kidnapping, cattle rustling, terrorism, communal conflicts, and other criminal activities that have affected livelihoods, economic growth, and social stability.

The current centralized policing framework, despite the sacrifices and commitment of officers of the Nigeria Police Force, has struggled under the weight of Nigeria’s vast geographical size, growing population, and diverse security challenges. State Police will offer an opportunity to complement federal security architecture and the efforts, by bringing law enforcement personnel more closer to the people.

Benefits of State Police to Northern Nigeria

The Northern region stands to gain immensely from this transformative reform.

Firstly, State Police will enhance intelligence gathering. Security personnel shall be recruited from local communities, who certainly possess a better understanding of the language, culture, terrain, and social dynamics of their respective states. Such local knowledge is invaluable in identifying criminal networks and preventing security threats before they escalate.

Secondly, timely response to emergencies will significantly improve. Rather than waiting for directives from distant hierarchy command structures, state-controlled police formations can act swiftly to address emerging security concerns and protect lives and property.

Thirdly, State Police will stimulate employment opportunities for thousands of Northern youths. Recruitment into state police services will create jobs, reduce unemployment, and provide productive engagement for young people while strengthening community safety.

Fourthly, improved security will encourage investment, boost agricultural productivity, revive rural economies, and facilitate the safe movement of goods and people across the region. A secure North is essential for a prosperous Nigeria.

Global Examples of Successful Decentralized Policing

The concept of State Police is not new. Many of the world’s most advanced democracies operate decentralized policing systems with remarkable success.

In the United States of America, individual states maintain their own police agencies alongside federal law enforcement bodies. This arrangement allows states to address local security concerns effectively while cooperating with federal authorities when necessary.

In Canada, provinces maintain provincial police services that work in harmony with federal institutions to ensure public safety and law enforcement.

In Australia, each state operates its own police force, enabling tailored responses to local security challenges while preserving national unity.

Similarly, Germany, one of the world’s strongest democracies, operates a state-based policing system where individual states maintain substantial policing responsibilities while collaborating with federal agencies on national matters.

These examples demonstrate that decentralized policing does not weaken national unity; rather, it strengthens governance, improves accountability, and enhances security outcomes.

The passage of the State Police Bill represents more than a legislative victory; it is a significant step toward building a safer, more peaceful, and more secure Nigeria.

For the North, it offers renewed hope for stronger community protection, improved intelligence gathering, youth employment, economic growth, and sustainable peace. It is a bold response to the realities of modern security challenges and a testament to Nigeria’s determination to strengthen its democratic institutions.

The Northern Youth Assembly stands firmly in support of this historic security reform and remains committed to advocating policies that promote peace, security, development, and national unity.

Signed
