Passport Swap: CSO Flags Irregularities in Several States

KANO – A civil society organisation, Independent Hajj Reporters, on Friday disclosed new findings in the ongoing registration for the 2026 Hajj, alleging irregular practices in certain states following the reopening of the data upload portal for pilgrims.
The organisation said it is withholding the names of the affected states due to the sensitive nature of the matter.
According to information obtained by Independent Hajj Reporters, some officials of state pilgrims’ welfare boards are allegedly requesting fresh international passports from intending pilgrims while charging fees above the initial Hajj fare earlier announced by the National Hajj Commission of Nigeria (NAHCON).
The group further alleged that the newly collected passports are being swapped with those already held by the boards to facilitate data uploads before the registration deadline.
If verified, the development could indicate efforts to replace pilgrims who had previously completed payment with new applicants willing to pay higher amounts, especially in states that have already filled their allotted Hajj quotas.
In response, Independent Hajj Reporters called on NAHCON, state pilgrims’ welfare boards, and other relevant authorities to strengthen oversight of the registration exercise nationwide to curb potential abuses.
The organisation also advised intending pilgrims to remain alert and cautious of any state agency still accepting new passports beyond its approved quota, warning that such actions could signal attempts to substitute duly registered pilgrims.
It noted that its warning aligns with NAHCON’s recent public advisory cautioning against fresh payments to individuals, groups, or agencies, and reiterating that payment for the 2026 Hajj has officially closed. The commission stressed that any further updates would be communicated only through its verified platforms.
Independent Hajj Reporters emphasised the need for prompt intervention by NAHCON to preserve the credibility of the Hajj registration process and protect pilgrims who have already paid the officially approved fare.
